A leading consulting and engineering services firm is looking for a Senior Ecologist / Biologist with a strong background in ESA and HCP’s (Habitat Conservation Plan). Join a stable and growing business unit as an HCP leader. The types of studies typically required for these projects include avian and/or bat surveys, habitat delineations, specialized studies for federal and state listed threatened and endangered species, and post-construction mortality studies.
 
Main Duties:
 
  • Lead development of strategies and coordination to address potential endangered species issues including preparing habitat conservation plans (HCPs) and biological assessments (BAs)
 
  • Provide high-level support and strategic thinking to on-going projects addressing ecological impacts associated with renewable energy (wind power, solar power, geothermal), traditional energy, linear infrastructure (i.e., transmission lines and pipelines), and other types of projects throughout North America
 
  • Provide demonstrated relevant experience related to impact assessment of federally (and state, as applicable) listed species, ESA compliance, and coordination with agency personnel for Section 7 and 10 permitting processes
 
  • Lead a project team for developing HCPs, BAs or ECPs
 
  • Performing due diligence and permitting for energy projects may also include supporting NEPA documents, including EAs or EISs, mitigation plans, ECPs, and other documents required under the Endangered Species Act and other environmental rules, regulations, and associated permitting
 
  • Support project development (i.e., work scopes, proposals and costs), compliance strategy development, and represent our clients in negotiations with regulatory agencies and promote a high level of technical competence in our work products.
 
  • Attend and present at conferences and other networking events to promote exposure of the company within the industry
 
 
  • Provide demonstrated relevant experience related to impact assessment of federally (and state, as applicable) listed species, ESA compliance, and coordination with agency personnel for Section 7 and 10 permitting processes
 
 
Qualifications
 
  • MS or PhD degree in applicable field (i.e., environmental science/policy, natural resources planning, biology, ecology or geography, or a closely related discipline)
 
  • Experience with the types of studies typically required for these projects: avian and/or bat surveys, habitat delineations, specialized studies for federal and state listed threatened and endangered species, and post-construction mortality studies
 
  • Minimum of 15 years of experience in working with public and/or commercial clients
 
 
  • Demonstrated knowledge of ESA compliance and Section 7 and 10 permitting processes
 
  • Strong technical leader with established agency and stakeholder relationships
 
  • Strong strategic thinker, problem-solver, and technical report writer/editor
 
  • Experience with environmental permitting related to wildlife, bats and/or avifauna

Experience with eagle take permitting under BGEPA, including the development of ECPs and ETP applications and negotiation of permit conditions
Knowledge of permitting processes at the federal and state levels, especially in the Western and Midwest U.S. for energy projects
Technical skills related to the assessment of wildlife, sensitive/protected habitat, or wetlands, especially in the Western and Midwest U.S. for energy projects
Experience with eagle take permitting under BGEPA, including the development of ECPs and ETP applications and negotiation of permit conditions
Experience preparing and negotiating ESA HCPs
Ability to review, synthesize, and interpret biological resources information and communicate conclusions verbally and in writing
Applied knowledge of ecological assessment, environmental impact analysis, environmental due diligence studies, natural/biological resources management, and habitat conservation planning; experience in providing effective peer review of technical and client-oriented work products; demonstrated success in regulatory negotiations at the federal and state levels
